A BILL
To require that the membership of advisory bodies serving the National Cancer Institute include individuals who are knowledgeable in complementary and alternative medicine.
Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,
SECTION 1. SHORT TITLE.
This Act may be cited as the `Inclusion of Alternative Approaches in Cancer Research Act'.
SEC. 2. MEMBERSHIP OF ADVISORY BODIES OF NATIONAL CANCER INSTITUTE; INCLUSION OF INDIVIDUALS KNOWLEDGEABLE IN COMPLEMENTARY AND ALTERNATIVE MEDICINE.
(a) IN GENERAL- The membership of each advisory body established by the President, the Secretary of Health and Human Services, the Director of the National Institutes of Health, or the Director of the National Cancer Institute for the purpose of providing advice regarding the programs of the National Cancer Institute, including peer review groups that make recommendations regarding applications for financial support, shall include one or more individuals who are knowledgeable in complementary and alternative medicine.
(b) CONFORMING AMENDMENTS-
(1) NATIONAL CANCER ADVISORY BOARD- Section 406(h)(2)(A)(iii) of the Public Health Service Act (42 U.S.C. 284a(h)(2)(A)(iii)) is amended by inserting before the semicolon the following: `, and one or more shall be individuals who are knowledgeable in complementary and alternative medicine'.
(2) PRESIDENT'S CANCER PANEL- Section 415(a)(1) of the Public Health Service Act (42 U.S.C. 285a-4(a)(1)) is amended--
(A) in the first sentence, by striking `composed of three persons' and inserting `composed of four persons'; and
(B) in the last sentence, by inserting before the period the following: `, and at least one member shall be knowledgeable in complementary and alternative medicine'.
(c) RULE OF CONSTRUCTION- The appointment of an individual to an advisory body under subsection (a) or (b) is in addition to the individuals who otherwise serve as members of the advisory body. Subsections (a) and (b) may not be construed as requiring that the membership of any individual serving on such a body be terminated.
